Abstract

The No Child Left Behind Act (NCLB 2002) charges schools with the responsibility of ensuring that "all children have a fair, equal, and significant opportunity to obtain a high-quality education." This means that schools and teachers must make every effort to meet the needs of all students, including those who are not achieving at an acceptable level of proficiency, regardless of reason.
